Remove all the lamps and arrange them so you know where they go back in. Pull outward and down under the ignition to allow the black bezel to slide out. Tank is empty the float is in the bottom of the tank and the gage reads empty.

It is just a float in the tank on a metal rod with a resistor attached. Remove tach 5 screws. Erratic readings occur when the instrument cluster goes bad the sender goes bad or the wires.
