2005 Toyota Tundra Key Fob Wont Program

With the key OUT of the Ignition OPEN and UNLOCK the Drivers door.

2005 toyota tundra key fob wont program. I dont know if this helps but I just bought a used tundra that only came with 1 key and 1 fob. Other than that I didnt do anything other than have my key cut at the local key shop instead of the dealer. I cant seem to get the locks into programming mode.
