2011 Toyota Tundra Horn Not Working

2011 toyota tundra horn not working. Although not a tundra my 4runner horn quit. Hoping I dont have to rip the steering wheel apart but. 2011 Tundra horn stopped working the horn worked when I hit the panic button so I dug a little further.

The horn works when I hit the panic button on the remote so I did a little more troubleshooting. If the test light comes on when you push the horn button then the horn is shot or not grounding properly. If I push the telescoping steering wheel all the way in and turn the wheel to the left 90 degrees I can honk the horn before I pull the lever up to lock the wheel.

Wont even work now in the position i was. Seems like if you disengage the steering wheel the horn will work intermittently. Horn will not work with the steering wheel centered.
